ElementPhaseStatusFilter Constructor (ElementId, ICollection(ElementOnPhaseStatus), Boolean)

Constructs a new instance of a file to match elements that have a given phase statuses on the input phase, with the option to match all elements that have a phase status other than the input statuses.
